One of the best places to learn how to do anything digital, would be the Gnomon workshop. They have Dvds covering alot of areas like Photoshop, or 3d, and so on. With a Dvd, you can watch it, as they do it, and as they tell you what and how they just did whatever they just did. Quite a few Matte/speedpainting ones in there if i remember correctly.

You will also probably want to get a high end tablet with tilt sensitivity too. Wacom have some good ones.

An excellent render! It should be noted that the artist has great drawing/painting skills. As the vid shows...only basic beginner level photoshop techniques are being used. ie: selection, transform, and hue/saturation. The rest is just traditional painting skills.

So if you want to be able to do the same, learn how to draw/paint first. Learning to do the same in Photoshop would not take more then a couple of days.

I've watched this same artist do a time lapse with Scarlette Johansson, and it's simply amazing! This one is just as good, It is awsome to watch him work, I wish I knew how to get in touch with him to compliment on his works.
